Highest Youth Unemployment

Understand highest youth unemployment: what the measure counts, how to read it and where to check the source.

Youth unemployment divides unemployed young people by the young labour force, not by all young people. Many students are outside that denominator. The rate can therefore be high even when the unemployed are a much smaller share of the entire age group. Age bands and the treatment of students must match across countries.
