Understand highest female unemployment: what the measure counts, how to read it and where to check the source.
The unemployment rate counts people without work who are available and seeking it, using the source's definition. It does not count everyone without a job. For women, barriers to entering the labour force can therefore make a low unemployment rate misleading if many people are outside the measured labour force entirely.
