Countries Receiving Most Foreign Aid
Understand countries receiving most foreign aid: what the measure counts, how to read it and where to check the source.
Foreign-aid receipts can be counted as commitments or actual disbursements. Loans and grants also need a consistent treatment. A large total differs from a high amount per resident or a high share of national income. Exceptional emergency support can change one year's ranking without representing the usual pattern.
